I am presuming the depth of the pipe is to prevent freezing?

To prevent freezing, but also to get down to the depth of the water main. Intrastructure has to be installed to satisfy many requirements. One of which freeze protection. But others include protection from physical damage, interference with other utilities, accommodations for terrain changes, etc.

Is “pulled” from the ground the right word for this? There are flanged ends, presumably bolted to the water main and somebody had to dig a big hole to unbolt each flange. By the time all of that work is complete there is not much pulling to be done. It’s not like pulling a tooth.

It is sort of the correct word....

Pulled - VERB pulled (past tense) · pulled (past participle) "exert force on (someone or something) so as to cause movement toward oneself."

The excavating and unbolting of the flanges etc, simply reduced the amount of force required to pull them up out of the ground.
