    The Navy has dedicated submersibles that can mate to a sunken submarine, take on a few sailors, and ascend to the surface. There are also so-called "survival suits" that allow single men to ascend to the surface if the boat is not too deep.

    Look around the web; I'm sure you'll be able to find videos of them in demonstration, training, or actual use.
