    I found a follow up video and he apparently did save his car. The fact that this video didn’t show watermarks on the walls next to the car implies the car would have been fine without the plastic bag.

    My guess, if the water got high enough the "bag" he made would not have worked. Water under pressure would surely find a way past any "watertight" efforts he tried. I am happy for him that it wasn't truly tested and his car was undamaged. Hmmm, I wonder if his bag was so well air/water tight, and if surge was high, IF his car would have been buoyant enough to float !
