Not only did it blow his shirt clean off it very nearly blew his arm off as well. That guy needs some serious emergency room care as noted by the blood stain on the tiles

I "think"the guy was maliciously flattening the tire. The video appears to show him reaching out to the middle top sidewall of the tire an object in hand. When the tire goes "off". The man is spun around and as he comes around he drops an object near the tire and it slides near the running board of the tractor. "Knife"?? Also it appeared he did not want to hang around for help to arrive. He got up quick and turned to head away from the other people. He clearly needed help. Going the wrong way buddy!
