I have doubts that the foam needed for that job could be purchased for $10.00, plus the foam is just one small part of the completed staircase. Many more dollars are needed to complete the job. But the idea looks to be worthwhile.

Absolutely. There is 0% chance anyone bought that for $10. I'm putting up a new shop and I had to purchase a lot of foam for insulation. 3x5 EPS sheets that are 1.5" thick are around $30. That is FAR less foam than the amount used in those stairs. I'd bet those stairs cost a few hundred bucks.
