Hammer forging. Certainly the forge is controlled by a foot pedal to a clutched flywheel, lots like a punch press. It looks like forming of head is ram and anvil alone, then tooling is set to raise height?
How is the stroke length changed?

Works like a kuhn forging hammer. Large air cylinder hooked to a flywheel on an eccentric with the discharge ports hooked to a slightly smaller bore cylinder for the ram. The foot pedal controls a valve between the cylinders.
