When I have to paint I use KBS products
I have always just used a sharp center punch. If you plan to reinstall the tank, it even make the hole much easier to braze shut as the edges are flared into the tank so you have more surface to braze. (Of course this is AFTER you have cleared the tank of fumes.)
An even better way, you have to disconnect the fuel lines anyway to remove the tank, use an electric fuel pump to drain it. Any auto repair shop, doing that kind of work, should certainly have one.
