    The guy is using Electrolysis for rust removal. Image 4 of the stills shows a container and a battery. Other folks use a battery charger instead of the battery. Search for

    Electrolysis Rust Removal

    and you will find many DIY articles with lots of pictures. Just make sure you do it in a well vented area.
