I've made about half of my luthier's tools. The most complicated is my modified version of Dan Erlewine's neck jig. I designed it for multiple functions and for compactness. I built it from 80/20 extrusions, a giant aluminum ruler, some NIC corner braces, a yoga mat and scrap oak.
I used Fender bass tuners that I took off of my P-bass, which I converted to 8-string (octaves) for strap tensioners. They work, but they're cumbersome and sloppy, so I'll change them to something else.

If I understand your question correctly, my answer is that the ruler is serves as a straightedge. I use a bubble level on the frame to get it level, then use the ruler and level to get the neck flat if I'm working on it. The ruler is a Pittsburgh 48" adjustable t-square that I cut into lengths appropriate for bass and for guitar.
