looks like the 555 is running as a Pulse width modulator and using the MOSFET for current capacity. This is a nice tidy package for space constrained control boards - my taig lathe uses a commercial version of this circuit (24VDC electric scooter speed controller) and due to the MOSFETs in that it can handle 300W but is considerably bigger and needs some form of cooling to survive.
these circuits are great to have, and I'm hoping to get good enough at electronics to build a similar one for 380VDC input - I think there i have to use triacs though instead of MOSFETs.

What's with the weird red and blue coils of wire that don't connect to anything?
You can use MOSFETs at 380 volts, no problem, just depends on how much current you need.
Vishay SIHA6N80AE-GE3 is a 600-volt 5-Amp part for $1.21 at Digi-Key.

You can use an high voltage mosfet but you need to supply IC555 with fixed voltage up to 18V.
These spiral wires are to get attention, and they have no duties.
