I don't know what they are doing, other then removing frozen glass with concrete breaker and mini equipment to haul out the solidified mess.
So I'm just guessing something went wrong in the process equipment, like power failure, or switch box melt down. So to get the machinery going again, they have to remove the mess?

Float glass is a continuous process in a long kiln like this. Literally the glass floats on molten tin. I have no idea what this really is.
