Jeez - that's some hairy build, and the attention to detail is "outta this world": Chain driven compressor... Yikes.
-But it being a tether car - shouldn't it also have a "panhandle" for the center wire?

Don't they typically go 'round counter clockwise, would the tether be attached on the side we cannot see?

Nope, they're tethered by a 33 ft wire in a permanent right turn
(except the non-conforming Brits, that evidently has to go CCW "because positive chassis ground "):),

The track has a 70 foot dia, and timing is 8 laps averaged = 500m
