Co2/dry ice is fine for delicate work. or on thin sheet metal. It is my conviction that rust is a living organism feeding off of the base metal while combining it with oxygen moisture and the micro minerals in the air otherwise how can it grow to half an inch thick between the layers of paint and the base metal
Even the most aggressive sand blasting equipment has difficulties in removing some of it. I have used my 40lb electric jackhammer to break it up on some projects before sand blasting.
There is a product I often use to dissolve rust and mill scale on new materials, but it is slow, even though it contains the highest percentage of phosphoric acid concentration that can be purchased without a license.
