Laying railroad cable troughs - GIF

Laying railroad cable troughs.

I guess these are for various control/sensor cables? I've never seen this before, but at first glance it does appear to be quite an elaborate setup for laying troughs.

I notice that the human on the ground is living up to why some people are only worth minimal wage. Does this man have no pride? Or are his eyecromiters maladjusted?
