    As if someone who is drowning is going to have the presents of mind to reach up and grab the drone. A person who needs a life buoy the most is going to be panicky and most likely will not be able to extend and arm up to grab hold. If they do they will probably stick their hand through one to the propeller pods. A far better solution would be to fly a life preserver out and drop it from the drone on or near the victim
