London sucks, yes it does, but these van's are used to spot potential problem people in crowds, usually for football (UK football = soccer) matches where travelling 'fans' with convictions for violence may be present and other 'known' criminals, often those who are known to carry knives. Not so much use now for antifa and the Hamas supporters who wear face coverings/masks, though the Met has probably upgraded their systems to include gait recognition.
What is it about soccer that causes fans to riot and beat the hell out of each other? Is it for some reason uncomfortable to be there such as seating, or overcrowding? I've often wondered about that.
