    Hi and welcome
I am also new to this forum being on here for only a few months you will find lots of information and opinions on here, on all topics.
I have made lots of tools in the past for different reasons. Some because they are bespoke, and others because the cost of buying cannot be justified and some just out of interest.
Making tools is very personal, some people like making tools because they can, some out of necessity. I personal am the later as I would rather be getting on with my model engineering.
Cost against build time is a factor, it might be cheaper to buy one rather then purchase all the items/material. I guess you have to decide if you would like to build one as a project and fun factor, or do you buy one so you can get on with projects you maybe more interested in.
A milling machine and a lathe are probably the two most useful tools in any engineering workshop.
    I hope this has helped
