That machine looks like a twin to what we called the 'Mayflower'. We used it for cutting internal keyways.

No reason why not; it is a vertical shaper. And contouring band-saws weren't quite a 'thing' yet. These guys https://www.doallsaws.com/contact-us/about/history took care of that!
