Look like slugs to me.

Anyone that would try to pass off steel blanks for coins is a slug!

There were a number of US steel pennies made in the early 40s because of the war. Do other countries use steel for coins, and why would there be a concentration of them only a few feet below the water surface? Would have liked to see the reaction by bank officials on these bags of slugs.

Too bad you don't have a copper 1943 penny. One of those sold for $1.7 million in 2010.
