Most countries prohibit the mutilation of their own currency which is in circulation. So in Australia I shouldn't mutilate/deface/damage current issue Australian coins, but am perfectly free to modify pre-decimal coins, and coins from other countries.
I will admit, when I looked at the video, I honestly thought the use of the coin was a waste - the amount of processing to get wire stock was just not worth it. But then I also will admit to cutting up a few coins over the years to obtain stock for small jewellry repairs, etc. I know one person who has an old 1c piece as the button on his oilcan - it'd take more than 1c of effort to make a comparable copper disc to sold on to replace the failed pump button.

I have used coins, now out of our circulation, to make washers and stops for the end of chair pipe legs to protect the rubber feet.
