A comb seems like an odd choice for the use of this material. You could probably make a lot of money making high end pens or something. But this comb looks, at least to the untrained eye, very similar to the plastic ones available at the dollar store. Do people pay a lot of money for expensive combs?
Brief review on Amazon shows horn combs about $15 - $30, while plastic combs are about $5 - $15. I guess it's a "luxury" item? No combs for me, I'm bald. :D
If the governments around the world get their way cow horns could be as rare as rhino horns.

Yeah it seems strange. If they're going to put that much work into it, they could have made 5-10 smaller luxury items out of the same amount of material. Rings, pens, watch faces, who knows?
