Speculating, with nothing but proportions to go on; at about 19" in, punching the center hole; flywheel for this press is briefly visible to the left. The ease of punch entering material, no stripper (!) tells me that's a 200+ ton press. So, despite rough shop conditions, the press with adequate lathe/s make it competent.
