How about the trees that are cultivated to have this many branches in just the right place. Guessing they were grafted into place as a much younger tree.

Grafting'd be a lot of work. Perhaps you pinch tops and cultivate branches, like on a vine. Come to think of it, a vine may grow back after you lop off its top.
