Hope he is getting paid a lot....but I think we know the reality.

I can't imagine him mounting the stilts while standing on the top of the ladder, which implies he mounted the ladder while wearing the stilts. If that's true, it's even more astounding than him in the position pictured.

Too often architects have NO common sense when designing structures. So many times they design with ZERO thought given to actually construction of future maintenance. If there is really a purpose for some odd design feature that is one thing, But too many of those odd design features are just poor design.

That guy is going to have some tired-ass legs at the end of the day! The potential fall is about 12' - 15' the impact from that is easily enough to kill you. Best case scenario is he's the owner of the company!
