Can't tell if his flip-flops have toe clips.

They don't appear to, but they could be screwed down to the peddles. I wonder if he removed the handle bars to deter someone from stealing the bike

Or, he stole the bike that someone had removed the handlebars from in order to prevent theft... but it didn't work. Perhaps, that is why he is pedaling so fast.

Love the drag chute he uses to keep him from exceeding the speed limit.

When I was a kid we used to ride bicycles "no hands" and shoot gophers w/a 22 while doing it, it's just a matter of learning the balancing to control the bicycle.
