For wind tunnel testing to be meaningful you need to run at close to the same Reynold's number as the real thing. Say you wanted to evaluate the real thing at 100 mph then if you were using a 1/10 scale model the air speed would need to be 1000 mph, which is well into the supersonic range, rendering such a test without meaning. The model in this video is way smaller that 1/10 scale. The indicated windspeed is such that the Reynold's number,, with such a small scale, will be corresponding low giving the impression close to laminar flow when the full size example would be turbulent.
PS. The Reynold's number is a calculated value based on fluid speed and object size.
