It uses the motion of the liquid to reduce roll, demonstrating the failure of the baffled system to do so. Rather akin to the self balancing dodads fitted to car wheels and grinding wheels. The strategy is not specifically to remove the baffles but to reduce roll.

Hazard issue of being attached to one vessel while standing on another. If he gets snatched off by the harness line due to an unexpected movement, the risk of dangling suspended in proximity to 2 moving vessels is far greater than the safety afforded by the line.
