I suspect that it is solid section they're bending - You'd think pipe would collapse in that configuration - but happy to be wrong.

What is the deal with the 2 pieces of sheet on either side? Is the sections spot welded to them for holding? sacrificial sliding sheet? packing out the gap to suit the rod diameter?

Agree, tubing or pipe would have collapsed without any side support. Study the closest leg and you'll see mill scale flaking off as the bend progresses, further evidence of solid bars. That's an awesome press BTW.

The sheets on the side are likely wear protectors so that the die isn't worn. I suspect that it was very expensive to make.

Sacrificial sheets are use on narrow material, if that was a complete broader plate it is not needed. Material of the dies is extremely hard wearing and expensive. Definitely solid rod as pipe would need side wall protection.
Typically these benders come with different kits for both the top and base depending on profile needed.
