Let me move this discussion into our Tools in Progress subforum, and I'm sure you'll get some good ideas.
I've had success using old files. I rough them out with a angle grinder and abrasive wheel then finish with either a dremel fitted with a cutoff wheel or one in my air tool. They can then be fitted with a wood handle.
Just a thought. It seems to work for me.

If you are grinding HSS tool bits to a preferred shape,I have always used either 1-a green tool steel stone or 2-a white slow speed stone.Either way ,keep it coo lto avoid blueing and losing temper.
My go to guide to any sharpening Question is Leonard Lee's book "The Complete Guide to Sharpening". That's Lee of Lee Valley Tools fame and his book has had all the answers for me so far including jigs and grinding stone reccomendations.
