    My father had one of these which he used for closing flexible brake and fuel lines while working on vehicles, I dont have it now as I think he gave it away. After a dispatch riding accident he was transferred to the MT shed as a mechanic which is where he probably acquired it, I remember the spring pressure was heavy but I am not sure if that was its intended use.

    Maybe used to apply pressure to some type of tape? I am probably wrong but just spitballing.
