Mystery British military tool with sprung jaws and toothed rollers. Does anyone know what this is used for?

My father had one of these which he used for closing flexible brake and fuel lines while working on vehicles, I dont have it now as I think he gave it away. After a dispatch riding accident he was transferred to the MT shed as a mechanic which is where he probably acquired it, I remember the spring pressure was heavy but I am not sure if that was its intended use.
Maybe used to apply pressure to some type of tape? I am probably wrong but just spitballing.
For tightening webbing, perhaps?
