    Long shot: -Re-lining a leaking sewage/ drain tunnel?
    Seems like the flat ribbon feeds through and around the perimeter and (perhaps get heat-welded or just)
    zip-locked to the previous turn, making a tight liner, albeit with a smaller section than the tunnel itself...

    That would be my guess as well. One of the comments mentioned a product called "SRP" and some judicious googling got me to this, that is perhaps the same thing or very similar:

    Thanks, Clavius! Excellent link. -So that's why the tube's dia is less than the surrounding concrete culvert,
    to have grout pressure injected between it and the liner (then itself probably filled to resist the grout's pressure).
