Hi Bony, looks like you have the answer to No.1 (I thought it was bart simpsons hair brush).
If you don't get a full answer to no.2 , You could try the guys at The Traditional Tools Group Inc.(I think you are on the right track for welding pipes in situ.) If there is a makers mark it will be a lot easier. if those guys(TTTGI) want to charge, You can try searching via the "Australian Woodsmith" who often answer such queries via TTTGI.

At first sight I also thought that but the height adjustment did not seem to gel.
No 1 is a hay knife
No 2 is a flooring cramp for closing up the gaps between floorboards when laying a timber floor. The two pins straddle the floor joist and the screw bears on the side of the floorboards
I'd find a use for #2 as an alignment tool, or for a particular misalignment. Supports on the distal end of the parts would be needed. Many other ways to do that, though.
