I've never dealt with NASA, but I have dealt with the Canadian Space Agency. You can't fart for less than $500k at that place. I wanted $180k to write a specification for a new process. They immediately wrote me off. Like instantly. I was talking to somebody later and he said the problem was I asked for far too little money. If I would have asked for $700k (and delivered the exact same document) I would have had a better chance of getting the contract. It sucks because we had some seriously killer technology that would have benefited the CSA. Oh well. You live you learn.
