    USN use is within proximity of a ship; very common rescue training for coxswain's. RIB (Rigid Inflatable Boat) are deployed quickly and safely, more so than a conventional hull. Having the rubber bladder form gunwales is less freeboard, and can ease getting someone aboard from the sea. Most of the operators, naturally are Boatswain Mate rating, but not exclusively.
    I know of one such qualified Quartermaster. . . ., not same as Army Quartermaster that handle supplies.

    We took a tour of the Coast Guard station on the Oregon coast and there were some amazing ships there. Yes, the above is an inflatable, but these 47 MLBs are really impressive:

    There is a reason US Coast Guard handles all kinds of issues at sea, world wide. The US Navy is forbidden to perform certain actions on vessels of other nations, being DoD. USCG is accepted world over as a enforcement agency, chiefly concerned with general navigation, 'Rules of the Road', communications, human and drug trafficking, among others.
