I was just reading about peat, lignite, bituminous and anthracite coals a few days ago. Interesting stuff. Peat and lignite are just awful so far as fuels go. They have super high moisture content, and even after drying the BTUs are basically half that of bituminous or anthracite. There are lots of other practical uses for peat, but lignite (brown coal) needs to be left in the ground.

That sure looks like clay to me.
Peat is has a more fibrous texture to it. Peat typically has some color variations through the deposit. Although some peat does appear very smooth on the surface when cut.
