It looks like a mechanical Pushmi-pullyu from Dr. Doolittle...

Thought exactly the same. Imagining the several crafts involved there, moving from one to the next, way too big for economical conventional assembly line.
Also recall a little something (diplomatically without naming specifics) about representation of certain groups. A major locomotive plant of 3000 employees had merely one representative; another group of barely 900 I was at odds with, had 13 in place...that's some difference in ratios, no?
