Across the street, a six story commercial building [450k sq ft] of lofts has maybe 12 gas meters, quite large. Certainly divided the units into quadrants, with a trunk per meter that are branched to individual units. Rent includes utilities.
What area this [the photo] is in, where common billing is per user? Is this a rehab?
I'd wonder too, how maintenance of all that extended [exposed too] piping is administered.
