Is it normal to pull over on the left hand shoulder?

That was the officer's mistake for not getting on his address speaker and instructing the driver to safely make their way to the right shoulder.
Notice he mentioned something about he doesn't do this or doesn't like doing this it wasn't real clear what he said as he was stopping but I would think it had something to do with pulling over on the grass.
But some states will stop you right in the lane of traffic. It is stupid but they will do it.
Never try to tell me it can't be done

Is it just my ears, or does his engine sound like it has a bust exhaust when he pulled onto the center median?

As a firefighter I'd expect that he would usually be able to save the slab.

I would have stomped that little fire out quickly and then told the driver to safely make his way over to the right shoulder, since you're supposed to never stop in the median.
