One might ask why? If using a wire nut or crimp they shouldn't be pre-twisted. If soldering, you probably want more of a butt-splice.

Looks like a Rube Goldberg machine to me!!!

The reason for this machine is they are going to be installing pigtail crimp caps on the wire ends. Pre twisting the ends insure better continuity
