I would use a ball screw and handle weighted so you dont have to turn it much to get to the size you want just spin it eazely and it keeps spining till it contacts the pipe or open end stop.

That is actually medium density polyethylene gas pipe and we used them all the time when I worked for Performance Pipe making that kind of pipe I believe that PVC is to brittle for that cutter to work on.
