Depending on the substance being stored in the tanks the containment basins may not prevent the permeation of 100% of the liquid into the earth below it. Containment basins are there more as an aid of preventing the spread of a spill. Most refineries have containments within containments for their tank farms for the really bad stuff. If you watch the vid closely you can see around the surrounding area of the leaking tank is lush with flora growth. which could be an indicator the tank has been there a very long time as well. Over years dust could have blown and covered the graveled area eventually building up to become soil weeds would have grown died and decayed contributing to the buildup of some form of soil eventually brush and tree spores took root
