Novus Polishing Compound #2 works wonders on foggy headlights and you don't even have to take them off the car. I've restored many using this product. It's not made specifically for headlights, but it works well on them.

Tooth paste works just as well but use as very low grit not Crest extra whitening for finishing

Most plastic headlights need sealing after polishing to prevent any micro cracks present propagating, and to increase UV aging resistance, the supplied kit clear sealing coat didn't set on the last set I did, so I had to re-polish it off and use clear Gorilla tape to seal and protect, that was 3 years ago and the headlights are still clear.

Is there a sealing product you'd recommend? I wet sanded and polished a minivan's headlights and they re-fogged surprisingly quickly. It took less than a year before it was noticeably opaque again. I assume it's the UV protection has all given up in them. Is that right?

Clear Gorilla tape after repolishing worked for me, if you can find a plastic compatible UV resistant lacquer like UPOL that'd probably do, though that might not be a local product as I'm in the UK.
