David Rose RP-4 racing plane intended to compete in the Unlimited Class at the Reno Air Races. A rule change prevented the aircraft from participating and work on the aircraft was halted in 2012.

Seriously though, classes have "class associations" that set conditions for competitions. There is politics involved in all situations where people are involved. It appears that David Rose came up with a revolutionary idea that would have made everyone else's investment worthless, so they "ruled" his idea illegal to protect their investments. Same thing happened after the 1967 Indy 500, although that is not an "unlimited" event, they changed the rules because Andy Granatelliu out smarted everyone.

Yep money in the pockets of rich people is what makes the world go around. As long as it gets back into the same pockets with an increase.

Pretty sad when so many people work so hard for so little gain.

Unfortunately there are no simple amenable answers. To many people would not like a leveling of the playing field.
