    Actually, from the newspaper articles at that time, the brakes failed and the driver did not wat to crash th RV in the file of cars in the waiting line for the next ferry. He had no good choices in front of him except trying not to kill more people. So he kind of sacrificed himself...

    So are emergency brakes. They do not stop you quickly but they will stop you eventually.
