    I'm unclear and ignorant of how this would work. Is the idea that disturbing the surface level winds would reduce wind-driven erosion and dune formation?

    I would guess that is the case. Would not stop erosion, just reduce it.

    Pause it after the red shovel fills the funnel and look in the background. You can see how sand dunes have formed to the bottom of the solar panels. My thinking is that as wind drives the sand, the sand will stop being blow after it falls over these tubes. Eventually it will build up between the tubes and as it does so it will build the dunes as seen in background. The tubes are probably laid out in the pattern so that they will work with wind driving sand from any direction.
