I don't see what is shown it the first photo anywhere in the video. Is that whole thing (first photo) under the dome?

It uses an oil rig platform as a base, and the radar isn't bleeding edge tech so it wasn't all that expensive. But it is mobile and capable of operating in heavy seas.

It's an early warning system for anti ballistic missile defense.
