Looks like an angle grinder or maybe a right angle drill.
The most useful thing about that video is that it shows how motion can be distorted by the frame rate of the video in relation to the spacing of items in motion. It appears the chain is going one direction and the bolts make the sprocket look like it is going the opposite direction. Of course we know that is not possible, but it looks that way, to me anyway.
If useful and practicable I like seeing things people have made from scrap.
The maker has never jacked a vehicle up on a slope! It has no longitudinal bracing...
Gearing looks as if 1 : 1 would have sufficient, just utilizing the the reduction in the box.
