I don't walk dogs on a leash except around shops now. Had many people come flying out of driveways without looking. I've been bowled riding my bicycle and once had a dog dragged when the leash got caught on the bumper which was damaged when the dumb bitch driving hit me. Only stopped after I chased her, jumped on the bonnet and punched a hole in the windscreen. This happened in the middle of the day in Summer crossing a wide driveway outside a plant nursery with NO obstructions. I and my dog were in plain sight and she ran into us because as she told the police " I'm in a car so they should get out of my way!"

Personally I think anyone who exits a property without stopping at the boundary line to check the way is clear should be dragged for a mile behind their vehicle, their vehicle seized and crushed, a massive fine and a couple of months in jail and permanently banned from ever driving on a public road again.
    ZERO excuses for this behavior.

I have to add. There was one guy who used to come out of a side street that I crossed paths with many days. He would come through the Give Way sign and stop with 1/2 his car hanging out into the lane. When he saw me coming on my motorcycle I never knew if he was going to sit there or gun it when I got closer. Came very, very close to dropping it a few times.
One day I took my old Bedford truck and he pulled the same stunt. Left wheels in the gutter and pedal to the metal. He wasn't fast enough getting into reverse.
I got a bent bumper and when I saw him next in a much lower value car he hung well back from that sign before proceeding with caution.

Same crap gets displayed by red light runners, light jumpers and anyone who just sails through an intersection without checking the way is clear Hell some places here there are now massive signs starting a mile or so before an intersection right out in the middle of the countryside, even TRAFFIC LIGHTS!

Nearest farmhouse a couple of miles away and you run into traffic lights? Madness.

The only thing the driver has going for him, is that the scooter rider was riding a motorized vehicle the wrong way, and driving on the sidewalk. Both of which are no no's nearly everywhere. He also was the one that hit the van first.

Backing up probably wasn't the smartest thing for the driver to do though , that might cause him trouble in court.

That's why riding with traffic and not against it is safer. Although scooter riding isn't exactly the safest thing at any time.

The fault will probably be split between the two in arbitration.

Having had a very near miss with two s-too-dense riding these things last evening, if I'd been a cyclist closer to the kerb, not a motorcyclist stopped mid-lane, I'd ended up in hospital, both of them had to bail to avoid me as it was, my hatred of the things is growing.
