I kept expecting to see Batman tied down soemplace with the Joker trying to extract info.
I'm betting it could be used as a deterrent for corrupt polies, the way kings a few centuries ago used venoms to cleanse their courts occasionally.
But nothing melodramatic Just conscript them to a period of time caring for the scorpions and harvesting their venom.
Go there in the dark with a UV light...
